Job description
Commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, the Sector Initiative Global Health provides advisory service to the BMZ on
global health policy issues and multilateral cooperation. The project is recruiting an advisor to be assigned to the Country Engagement team at the Office of the COVID-19 Vaccines Global Access
(COVAX) Facility. Administered by Gavi, the Vaccine Alliance, the COVAX Facility seeks to secure equitable access to COVID-19 vaccines for low and lower-middle income economies specifically.
The advisor is meant to support the engagement of countries in the COVAX Facility.
Your tasks
Contribute to the coordination and execution of engagement with assigned countries and key stakeholder groups in the COVAX Facility
Foster effective relationship and partnership management with key in- and external stakeholders (e. g. country officials, technical partners, UN and donor agencies) to ensure progress in vaccine delivery, respond to queries and rally partner support to deliver needed technical assistance; represent the COVAX Facility at various fora and maintain excellent records of country and partner contacts
In collaboration with different teams within the COVAX Facility work with assigned countries to rollout COVID-19 vaccines, provide advice on how to address implementation constraints in collaboration with different stakeholders and closely monitor and report progress
Contribute to the analysis of country specific risks and challenges in vaccine rollouts and work with countries on country readiness and delivery of COVID-19 vaccines
Provide active feedback on the implementation of key design elements of the COVAX Facility including financing instruments, links to procurement agencies, participation fees, vaccine development plans, etc.
Support the development of concise communication materials for country engagement
Contribute to optimised communication flows within the COVAX Facility and collaboration with other Gavi teams (e. g. the Legal, Finance, Resource Mobilisation, and Country Support team); support the submission of relevant governance papers
Act as the focal point, in coordination with Gavi Resource Mobilisation colleagues, in the Country Engagement team for potential partnership and technical cooperation with the German Development Cooperation and its partners
Your profile
Advanced university degree in Public Health, Health Economics, Social Sciences, or related fields
Several years of relevant professional experience, preferably gained abroad in public health or international development; several years of experience in public financing, immunisation programmes or health systems
Proven extensive experience working with and in low and lower-middle income countries on technical issues together with significant experience in project management and bi- / multilateral development cooperation, including in situations of considerable complexity and political sensitivity
In depth knowledge of German Development Cooperation priorities and approaches is required; familiarity with Gavi together with current knowledge of immunisation and (global) health development issues is considered as an asset
Excellent oral and written communication skills, especially condensing large amounts of complex information in a clear, concise manner; ability to produce quality work within a deadline
Excellent networking, representational, and negotiation skills; strong analytical and problem-solving skills and an ability to be proactive, manage complex multi-partner initiatives and deliver results
High degree of discretion, tact, and sensitivity in dealing with in- and external stakeholders at all level; ability to work in a multicultural, multilingual, and multidisciplinary environment
Business Fluency in English and German is mandatory; fluency in French is considered an asset
