Job description

The research group on Services, Cybersecurity and Safety (SCS, scs.ewi.utwente.nl/) performs research among others on biometrics and forensic biometrics.

The AFIS Benchmark 2018 is a request of the Dutch National Police, as part of their tender procedure for the selection a new Automated Fingerprint Identification System (AFIS), as this infrastructure has to be renewed in 2018. The aim is to characterize and compare commercial-of-the-shelf AFIS SDKs of the technology providers who will decide to participate to this tender as contenders. In addition, methods will be developed to improve the integrity of the Dutch police fingerprint database. This 12 month project is ambitious and the challenges and requirements are numerous:

  • structure large amounts of real fingerprint/mark and palmprint/mark data of the Dutch National Police and create benchmark experiments
  • set up the software environment to analyze, evaluate and compare the results of the experiments, produce the documentation describing the analysis, evaluation and comparison protocols
  • perform the experiments, report and communicate the results
  • develop algorithms for the detection of fingerprints with artefacts
  • work in a police facility in Zoetermeer with regular travel to the University of Twente in Enschede.
Requirements
We are looking for a highly motivated and independent researcher who preferably holds a PhD degree in biometrics, computer science, signal and image processing, computational statistics or related field, ideally with a post-doc experience. (S)he should have knowledge and experience with the design and development of biometric benchmark experiments, preferably applied to the field of forensic science. The candidate is expected to:
  • pass successfully the screening procedure (determined and organised by the Dutch police) necessary for such project
  • work independently on the tasks of the project as described above, after a short training period
  • report regularly and transparently to the project leader and interact with the different partners of the projects, both within governmental and academic environment
  • demonstrate probity and discernment to combine both the discretion and the transparency required for this type of project
  • work accurately and orderly with significant amounts of sensitive data and technology (AFIS SDKs)
  • report the results of the experiments in English, in a language simple enough to be understood by the decision makers of the requester who are not scientists perfect oral and written mastery of English is necessary; mastery of Dutch is an asset but not compulsory
  • develop biometric algorithms.
Only online applications are considered, applications by email will not be accepted. More information can be obtained from Prof. Dr. Didier Meuwly (scs.ewi.utwente.nl/staff/MeuwlyD/, email: d.meuwly@utwente.nl), phone +31622469024. You are invited to send your application together with contact details of at least 1 referee, curriculum vitae, including the list of courses you have followed (with grades), before September 30th, 2017.

Depending on relevant background and experience, the monthly salary on a full time basis starts at € 3.111 gross per month.

Additionally, the University of Twente provides a holiday allowance (amounts to 8%), an end-of-year bonus (amounts to 8.3%) and a number of additional benefits.
